Introduction and first reading

Ros SPENCE (Kalkallo – Minister for Prevention of Family Violence, Minister for Community Sport, Minister for Suburban Development) (12:08): I move:

That I introduce a bill for an act to amend the Children, Youth and Families Act 2005, the Social Services Regulation Act 2021, the Child Wellbeing and Safety Act 2005, the Commission for Children and Young People Act 2012, the Magistrates’ Court Act 1989, the Health Services Act 1988 and the Public Health and Wellbeing Act 2008, to make minor and consequential amendments to other acts and for other purposes.

Ros SPENCE (Kalkallo – Minister for Prevention of Family Violence, Minister for Community Sport, Minister for Suburban Development) (12:09): The Children and Health Legislation Amendment (Statement of Recognition, Aboriginal Self-Determination and Other Matters) Bill 2023 will progress Aboriginal self-determination in child protection by introducing a statement of recognition and recognition principles, expanding the functions that Aboriginal-led organisations can be authorised to perform and legislating all five elements of the Aboriginal child placement principle. The bill also introduces a statement of recognition and non-binding principles to the health system and makes updates to improve the functioning of the Children’s Court, the reportable conduct scheme, the worker and carer exclusion scheme and the functions of the Commission for Children and Young People.
